South Korea-U.S. special envoy review plan to resume US-DPRK talks at Seoul summit

On Sunday, the South Korean envoy met in the United States in Seoul, resumed diplomatic talks with North Korea to discuss how it could send humanitarian aid to South Korea After the UN warns countries facing hunger due to the COVID-19 pandemic. The delegation also discussed the South’s proposal to officially end the Korean War, which has been ongoing since the last armistice talks in July 1953.

Prior to the meeting, US Special Representative for North Korea Sung Kim told reporters after arriving in Seoul to meet South Korea-US nuclear ambassador Noh Kyu-duk, he looked forward to “productive follow-up discussions” after the meeting in Washington on Tuesday. . Their agenda on Sunday included sending humanitarian aid to North Korea as a way to denuclearize North Korea, declare an official end to the Korean War and resume diplomatic dialogue.

After the meeting, Chairman Kim said the US “urges North Korea to stop destabilizing activities and engage in dialogue”. He repeatedly emphasized that the United States was “ready to meet with North Korea unconditionally,” he said.

UN Special Rapporteur on North Korea Tomas Ojea Quintana said at a press conference Friday that North Korea may need humanitarian assistance and urged the easing of sanctions on North Korea’s textile and seafood sectors. He warned that continued border closures and limited trade could lead to starvation and that the region was “heading into an arms race”.

“Security Council resolutions on North Korea are still in effect,” Ned Price said at a press briefing at the State Department on the same day.

North Korea conducted a test-fire of a new submarine-launched ballistic missile (SLBM) on the 10th. In response, Chairman Kim urged North Korea to “restrain from further provocations and to engage in continuous and substantive dialogue.” North Korea responded that the US was “overreacting.” South Korea launched a new SLBM on September 15, and North Korea launched a hypersonic missile, an early-stage development, on September 28.
